SW2: Is this what it's suppose to look like?

Got everything on/maxed except HDR, film grain and motion blur.

I’ve tried adjusting settings and I can get the out of control bloom toned down but everything is still washed out white.

seems to just be city level.

Gamma is set to 1, lowering it makes the colors look really not good.
